This has been discussed before several times. I think the issue is that the shunt(s) is too large, so needle deflection is non-existent.

There probably is an electrical short near the dimmer pot behind the panel. It's going to be very difficult to see because of the location of the dimmer pot. I had this happen a while back, and found a loose wire dangling off the dimmer pot on the backside of the panel.
